When you cause damage to someone else, you must compensate them. A family insurance or family policy compensates the victim for damage caused by you, one of your family members, one of your animals or your home.
Suppose you hit a pedestrian with your electric scooter . Or your toddler "decorates" your neighbor's expensive curtains with marker. You help friends move and break a valuable statue in the process ... Whether the damage is material or bodily, you are liable for it.
